I'm really surprised you didn't crop this just above the feathered lines of horizontal clouds. Then, I'm much more strongly drawn into the repetition above and below, and the dynamic movement from right to left fanning up and down.
I'd be curious to know your thinking about adding the "third tier"!

Oh. Here I am torn between two worlds... I see the quality that the blue color adds, but I also see the "problem" of the third, sort of disconected layer above the cloud layer.
The scene is so full of excellent light, color and forms... it is a scene that makes me hold my breath as to not disturb the beauty and implied silence and tranquility. I do miss a bit the sharpness in the weeds, but then... the smoothness is adding a painterly effect and fits the mood.
I think I'd crop the top, so there's still a small blue band left above the cloud layer.
